Foes cry foul in soccer-complex vote

Environmental advocates, still crusading against Salt Lake City's planned soccer complex near the Jordan River, alleged in a formal complaint this week that a planning commissioner failed to declare a conflict and recuse himself during an April 14 vote to rezone the property.
