Gimme shelter: New West Valley City facility bigger, friendlier, activists say

West Valley City » The city's animal shelter opened more than four decades ago and was taken over by West Valley City in 1982. The building on the outskirts of town is depressing, overcrowded and the oldest operating shelter in Utah, say some animal activists and city officials.
