Panelists: Commercial real estate market soft, but getting better

Commercial real estate is looking pretty grim, but there are hopeful signs as office and retail tenants slowly regain their confidence and lenders gradually release their stranglehold on credit, according to panelists assembled by the International Council of Shopping Centers.
